Stand in awe, and sin not: commune with your own heart upon your bed, and be still. Selah.
Read together these are less about whether anger is allowed than how fast it moves — slow to wrath, hasty of spirit, before sundown. Ephesians 4:26 concedes the anger outright and only sets a deadline on it.

Cease from anger, and forsake wrath: fret not thyself in any wise to do evil.
He that is slow to wrath is of great understanding: but he that is hasty of spirit exalteth folly.
